About
Director at the Open Reach Survey and Locke's patron — the respectable face of the age. He believes in the Survey the way some people believe in a lifeboat, and he is genuinely fond of the captain he chose, which is exactly what gives his handling of an inconvenient finding its weight.
Per upstream: "believes in [the Survey] the way some people believe in a lifeboat." Genuinely fond of Locke — "he picked Locke because Locke trusts the process, and that trust is what he'll spend." Buries Vale's proof "to protect the abundance and his own order, believing (not entirely wrongly) that managed denial is the responsible path." The personal betrayal; the respectable face of the denial-engine.
